Access to public funding resources is important to the development of a community. Many of our communities lack time and staff to apply for public grants and loans to help finance their projects. Plus, funding sources and their programs frequently change. As your liaison to state and federal agencies, NTRPDC has direct, on-going contact with a variety of funding sources to help you:
•    Assess your project's needs and help organize goals and objectives
•    Target the most appropriate sources of funding
•    Prepare and submit loan and grant application proposals

These sources can fund technical assistance, low-interest loans, and matching grants for a variety of projects from planning to implementation-including:
•    Shared municipal services
•    Machinery and equipment
•    Emergency services
•    Infrastructure (water and sewer)
•    Main street revitalization
•    Parks and recreation
•    Historic preservation
•    Waste management

We also hold workshops on topics such as historic preservation and intergovernmental cooperation several times a year. INFORMATION TECHNOLOGY
Computer technology increases efficiency for local governments. Communication and information access is simplified through Internet use, and budgets, databases, and mailings can be easily managed to save time and money. Northern Tier can help local governments better serve people by:
•    Providing individual or group training on the
      latest computer software
•    Assisting with Internet-related inquiries
•    Subsidizing the purchasing and updating of
      computer hardware and software

TRANSPORTATION PLANNING
Getting approved funding for the improvement or construction of highways, bridges, rail, transit, bike, pedestrian and air projects is a very time consuming and detailed process. As the regional transportation coordinator and liaison between PennDOT and Northern Tier counties, we can help make the process more manageable.
•    Identify need for projects
•    Research and analyze information
•    Coordinate, develop partners and support
•    Assemble and package documentation
•    Give presentations and advocate funding
NTRPDC is also the regional advocate for developing telecommunications by increasing awareness of the capabilities, uses, availability and cost.

GEOGRAPHIC INFORMATION SYSTEMS
Geographic Information System (GIS) GIS technology can be used for resource management, transportation planning, infrastructure analysis, emergency response planning, and site selection. A GIS can recognize and analyze spatial relationships. Conditions of adjacency (what is next to what), containment (what is enclosed by what), and proximity (how close something is to something else) can all be determined with a GIS. This computerized system allows for detailed analysis by digitally overlaying geographic features such as wetlands, slopes, streams, land use, and soils. Not-for-profit businesses and organizations can take advantage of support services provided at our Towanda office. We maintain a library of printed reference materials. Our staff specialists can help answer your questions and provide assistance in any way we can.
