NTRPDC COMMENDED BY DAILY REVIEW EDITORIAL!

Local Issue 06/06/2002 From www.thedailyreview.com

NTRPDC to be commended for seminar on Act 45
Recently, the state of Pennsylvania enacted a law requiring all municipalities to employ a code enforcement officer.

This law will effect hundreds of small towns across the state which don't feel that money should be spent on employing such an officer.

Undoubtedly, this will be a trying time for the elected officials, who represent these smaller entities. They will have to adhere to new ordinances, and will face tougher restraints in the future.

However, the Northern Tier Regional Planning an Development Commission has taken a proactive approach to help these small municipalities deal with the change.

Officals at the NTRPDC recently put on a seminar that dealt with how the changes would affect communities in rural Pennsylvania. It was held with the cooperation of the county commissioners and the planning departments of Bradford, Sullivan, Susquehanna, Tioga and Wyoming counties.

The officials that hosted the seminar broke the program down into several segments that dealt with Act 45 and its expected impact on county and municipal governments and volunteer organizations. After the presentation, NTRPDC officials alloted time for questions from those in attendance.

The officials at the Northern Tier Regional Planning and Development Commission are to be commended for taking the time out to discuss the controversial topic with local officials.

It's unchartered territory in rural Pennsylvania, and undoubtedly, there are concerns about Act 45 among local officials.

But, with some help from the NTRPDC, those concerns have been addressed and now we can move forward with the proposed legislation.

The Northern Tier Regional Planning and Development Commission, Mansfield University, and the Pennsylvania College of Technology are all partners in the development of the initiative.

The Challenge Grant program is a component of the "Stay Invent the Future" initiative designed to retain and attract young people to the Commonwealth of Pennsylvania. This unprecedented initiative devotes $12 million over two years to reverse the out-migration of Pennsylvania's young people by showcasing the Commonwealth's many positive attributes such as high quality of life, affordable housing, and diverse natural treasures. Funding for the initiative is provided through state financial support and the Team Pennsylvania Foundation.
